This is neither the number of people owning ten BTC nor the total BTC held by those addresses. Are addresses holding exactly 10 BTC included?
Yes. The threshold is inclusive: a balance of 10 BTC qualifies, as does any larger balance.
Does the ten-BTC cohort exclude hundred-BTC addresses?
No. Every address above 100 BTC is also above 10 BTC. To isolate addresses from 10 to under 100 BTC, compare the two threshold counts rather than adding them.
